The Financial Management System (FMS) is a program charged with administering the surety bond program for the Federal Government. Surety Companies that wish to write or reinsure Federal bonds must make an application to FMS. The companies' applications are reviewed to ensure that only financially sound companies are authorized to issue federal bonds.

On this site you can research those bonding companies that have federal approval and determine at what limit they can write bonds and in which states they are licensed to transact business.
